FREEPORT — A pair of Stephenson County deputies were injured last Wednesday after they tried to take a convicted sex offender from Ohio into custody near a Riddott home — and a scuffle broke out with the offender.
The ordeal began just before 11:45 a.m., when the two Stephenson County Sheriff’s Office Patrol Division deputies responded to the 200 block of Jefferson St. They were attempting to locate William Troglin, 58, of Dunkirk, Ohio, who “was wanted on active felony arrest warrants from Allen County, Ohio for a Sex Offender Violation and the Ohio Department of Corrections for a Parole Violation,” the sheriff’s office said in a statement.
Upon arrival, the suspect reportedly ran from the house but was taken to the ground by officers following a brief foot pursuit.
“Troglin then violently resisted attempts to take him into custody and physically assaulted both arresting deputies,” the statement said. “During the ensuing struggle, William Troglin kicked deputies, struck them with his elbows, and attempted to strangle one deputy by placing both hands on the deputy’s neck.”
Troglin was eventually taken into custody, police said, after backup units from the Stephenson County Sheriff’s Office and Illinois State Police Troop 1 arrived on the scene.
In addition to his Ohio warrants, Troglin was subsequently charged with four felonies in Stephenson County — two counts of Aggravated Battery to a Peace Officer and two counts of Aggravated Resisting a Peace Officer (officer injury).
Troglin himself was not injured during the arrest and was transported to the Stephenson County Jail, where remains with no bond.
One deputy involved in the arrest, the department said, was treated for a minor leg and hand injury at FHN Memorial Hospital and released. The other deputy was treated for a “significant injury” to his right leg at FHN Memorial Hospital and released.
“However, it is believed this deputy will require surgery that will result in being unable to work for several months,” the statement said.
