MONROE — The Monroe School District is proud to celebrate a record-setting year of growth on the 2024-2025 Wisconsin State Report Card. The district has officially been rated “Exceeding Expectations”, showing remarkable gains across every level — district-wide, school-wide, and within student growth and target group categories.
State report cards across Wisconsin saw higher overall scores this year due to changes in the state’s cut scores. However, the true measure of Monroe’s progress lies in how it compares to other districts and Monroe continues to stand out among the best in the state.
In just one year, the district’s overall score increased from 70.8 to 76.8. Even more impressively, Monroe’s growth and target group scores now rank among the top 10-15% of all districts in the state, making it one of Wisconsin’s fastest-improving districts for student growth.
“These results are a direct reflection of the dedication of our students, the commitment of our staff to high quality instruction, and the support of our families,” said Joe Monroe, Superintendent of the School District of Monroe. “We have intentionally focused on growth and supporting all learners, meeting students where they are and helping them exceed their own expectations. These results prove that our collective commitment is working.”
Monroe High School
Monroe High School nearly reached the “Exceeding Expectations” category this year, coming within just two points. The school’s overall score rose by 10 points, driven by a 13-point jump in growth and an 18-point increase in target group performance.
The high school’s percentile rank climbed sharply, growth rank rose from 18th to 53rd percentile, and target group rank jumped from 21st to 61st, marking the highest achievement, growth, and target ranks in school history.
“The high school’s results represent lots of hard work by both students and staff,” said Jeriamy Jackson, Principal of Monroe High School. “We’ve focused on building strong instruction, development of skills, and targeted student support, and the data show our students are growing faster than ever before.”
Monroe Middle School
Monroe Middle School earned an Exceeding Expectations rating, reflecting strong improvement in overall scores and percentile ranks. The school has maintained a steady upward trend in growth and target performance for the past five years, showing consistent, long-term progress. Notably, 8th grade math scores were 12 proficiency points above the state average, highlighting exceptional achievement in a key academic area.
Elementary Schools Lead the Way
All three Monroe elementary schools — Abraham Lincoln, Parkside, and Northside earned 5-star ratings, placing them among the best in Wisconsin.
Abraham Lincoln Elementary, a National Blue Ribbon School achieved a perfect score of 100 in both growth and target groups. Parkside and Northside Elementary Schools also posted math growth scores of 100 and target group scores above 90, reflecting exceptional progress for all learners.
“Our elementary schools continue to be some of the best elementary schools in the state,” said Todd Paradis, Director of Curriculum and Instruction. “From early literacy to math growth, our focus on targeted instruction for each student is producing outstanding results.”

Monroe’s steady improvement reflects a clear vision: every student grows, every year. The district plans to sustain this momentum by investing in effective instruction, evidence-based practices, and a culture that promotes continuous learning and student ownership.
