MONROE — The Green County Sheriff’s Office is notifying the public of a sex offender’s release from state custody in rural Monroe.
Michael Schaar, 56, will be released to an address at N2503 Ullom Road under the Wisconsin Department of Health Services’ Supervised Release Program, according to a sheriff’s office statement.
“The Supervised Release Program is part of Wisconsin’s sexually violent person law (Wis. Stat. ch.980) and supports individuals with histories of sexual offenses returning to the community living following time in prison for their crimes and participation in a treatment program,” the sheriff’s office said in the statement.
The targeted victims of Schaar included adult female acquaintances, police said. Upon conclusion of a prison sentence on a third-degree sexual assault conviction, he was committed to Sand Ridge Secure Treatment Center under the state’s sexually violent person law.
Authorities emphasize that the notification is for informational purposes and that safeguards are taken to keep the community safe.
“Unlike direct discharge to the community, the Supervised Release Program offers many supports aimed at helping a person make a successful transition back to the community including housing, employment, medication and continued treatment,” the statement said. “Individuals on supervised release face much stricter conditions than other released sex offenders, including required direct supervision chaperones virtually anytime they leave the house for at least the first year, movements of individuals living in the community on supervised release are tracked by GPS by the Department of Corrections.”
The sheriff’s office added that they expect Schaar to comply with all the requirements of his release and for the public not to harass him.
