Sex offender to be released, live in Monroe

MONROE - A sex offender will be released to Monroe Tuesday, Monroe Police Chief Fred Kelley announced Saturday.

William G. Mitchell, 57, will live in the 1300 block of 17th Street, according to the Wisconsin Department of Corrections (DOC).

Mitchell is described as, 5 feet 6 inches tall, weighing 156 pounds with blue eyes and brown hair.

In 2007 he was convicted of sexually assaulting a female family member by force.

Kelley said his department will send flyers to the schools and the neighborhood.

Mitchell will wear an electronic monitoring ankle bracelet at all times. The bracelet will alert DOC and local authorities if he travels more than a specified number of feet from an electronic tracking device connected to his telephone line.

Probation and parole agents will closely supervise Mitchell and agents will make frequent announced and unannounced visits.

Mitchell will not be allowed to have contact with any of the victims or minors and cannot consume alcohol or take any drugs.

Kelley said the flyers aren't meant to create fear, but to inform the public.

"This notice is meant to provide you with information," Kelley said. The notification isn't meant to harass or further punish the offender, he added.

"Threats, harassment or acts of vigilantism against the offender will not be tolerated by the Monroe community nor its police department," Kelley said.

People are encouraged to contact the police at 329-2400 or call 911 if they see any suspicious activity or believe a crime is being committed.

There are 23 people in Monroe who are listed on the Wisconsin Sex Offender Registry. The registry can be found at www.WIDOCoffenders.org.
