Texas ‘inadvertently’ released the convict, officials say

MONROE — A man sentenced to state prison in Green County of child sexual crimes will not be free again any time soon, despite being mistakenly released by the Texas prison system at one point during his lengthy criminal proceedings across two states.

“Texas inadvertently cut him loose,” said Green County District Attorney Craig Nolen, whose office successfully prosecuted Isreal Galindo, 43, here several years ago. 

But, he added, “Galindo is currently confined at Dodge Correctional Institution in Waupun, Wisconsin serving the sentence in (the) Green County Case ….” 

According to Nolen, a victim helped alert authorities to Galindo’s release. Here’s how events unfolded in his legal odyssey:

●  Galindo was serving a sentence in Texas while Green County case was pending. 

●  Galindo was extradited from Texas to Wisconsin to answer for the charges in Green County Case Number 2022CF227 between July 17, 2023 and November 22, 2023.  

●  After being sentenced on November 22, 2023, Galindo was returned to prison in Texas to serve the balance of his Texas sentence. Texas authorities were required to turn Galindo over after the completion of that sentence.  

●  Texas failed to turn him over to Wisconsin and released Galindo in August 2025 without notifying authorities here, despite a “detainer” being forwarded to their prison by the Green County Sheriff’s Office.  

●  A victim became aware that Galindo was released from Texas State Prison and contacted the Green County District Attorney’s Office, which coordinated with Wisconsin DOC and Green County Circuit Court to issue a warrant.

●  Galindo was arrested on September 10, 2025 in El Paso County, Texas and was transported back to Wisconsin on September 21, 2025, to serve the sentence.

In 2018, he pleaded guilty to a disorderly conduct charge after police allege he was caught peering into a teen girl’s bedroom window in Rock County. According to published reports, the girl’s father noticed the suspicious activity outside the window, confronted and then engaged in a brief fight with Galindo. 

The father reportedly held the suspect until police arrived and arrested him for trespassing and disorderly conduct.

His felony criminal record in Wisconsin dates to 2002, when he was convicted of burglary in Walworth County while apparently a resident of Janesville.

Galindo is required to register for life as a sex offender.
