Phone call leads to OWI arrest

DARLINGTON — A phoned-in complaint of a possible drunk driver with children in the car led to the arrest of a Darlington man Wednesday, Dec. 18, according to police.

Shayne M. Riley, 31, Darlington, was arrested on a third-offense charge of operating while intoxicated at about 3:45 p.m. in a business parking lot on Wisconsin 23. He was jailed.

An 11-year-old and an infant were in the car with Riley, according to Darlington Chief of Police Jason King. This enhances the charge against Riley to a felony.

Riley also faces a charge of threatening a law enforcement officer, for reportedly threatening to assault the officer who arrested him, and a charge of bail jumping. He signed a signature bond in a still-pending disorderly conduct case in August that prohibits drinking and bars.

Court records show Riley was sentenced to 15 days in jail for his second-offense OWI conviction in 2010 in Iowa County. That case also involved a passenger younger than 16, but a related charge to this element was later dismissed by the prosecutor.

This is not the first time Riley has faced a third-offense OWI.

He was arrested by Blue Mounds police in December 2017 for third-offense OWI and third-offense driving with a prohibited blood-alcohol level, but the case was later dropped by a Dane County prosecutor after Riley tried to take it to trial.
