MONROE — Two citations and a warning not to drive didn’t stop a Monroe man who’d been drinking from getting back behind the wheel an hour later to go get cigarettes, according to Monroe police.
As a result, Frederick S. Neuenschwander, 53, was arrested and jailed on a felony fourth-offense charge of operating while intoxicated.
The series of events that led to his arrest began with a call at about 3:45 p.m. Thursday, Feb. 13, according to Chief of Police Fred Kelley.
The caller reported seeing a driver knock over a stop sign at the intersection of 13th Street and 13th Avenue and then drive off.
The responding officer located the offending vehicle about a block away parked outside Neuenschwander’s house. Neuenschwander admitted to knocking over the sign. He was cited for driving without a valid license and failure to maintain control of a vehicle.
Noticing he had been drinking, the officer warned Neuenschwander not to drive anymore.
Neuenschwander told the officer he’d been home for a bit and had had something to drink since he got home, Kelley said.
But about an hour later, shortly before 5 p.m., the same officer saw the same vehicle parked outside Kwik Trip, 720 8th Ave. She waited until the driver came out of the store, and when she observed Neuenschwander come out, get back in the vehicle and start driving, she stopped and arrested him.
Neuenschwander told her he’d driven the eight blocks from his house to Kwik Trip to get cigarettes.
“Moral of the story is, when you get home, stay home,” Kelley said.
But staying home didn’t stop Neuenschwander from being arrested again three days later. Police responded to a request for a welfare check on Neuenschwander and found him at home in the 1200 block of 12th Avenue at about 4:14 p.m. Sunday, Feb. 16.
Police determined he had been drinking, in violation of court-ordered bond conditions not to consume alcohol, and arrested him on a charge of felony bail jumping. He was jailed.
