MONROE - A new candidate for Monroe's city administrator position has been named.

The city announced Monday that Steven Winger, Center Point, Iowa, will be one of the four finalists for the position.

He replaces Nathan Thiel, Houston, Texas, who informed the city that he has taken a position elsewhere and no longer wishes to be considered for the City of Monroe administrator position.

Winger is presently the city administrator for Center Point, Iowa (pop. 2,300).

He was the city administrator for Wall Lake, Iowa (pop. 840) from 2007 to August 2008; and an appraiser for Sarpy County Assessor's Office in Papillion, Neb., from 2003 to 2007.

Winger received a Master of Public Administration degree in 2008 from Bellevue University in Bellevue, Neb., and a B.A. in political science in 1997 from Loras College in Dubuque.

The four finalists vying for the position of city administrator, Philip Rath, Clinton; Larry Thompson, Victoria, Minn.; Kenneth Witt, Sparta,; and Winger will be in Monroe Friday and Saturday for final interviews. One candidate will be offered the position.

The city will finalize the hiring process at a Common Council meeting Oct. 19.

The City of Monroe Salary and Personnel Committee approved a final draft of the employment agreement and job description at a meeting Monday.
