Monroe resident files claim after crash with officer

MONROE - A $250,000 claim against the city is still being considered after the Monroe Common Council deliberated with City Attorney Dan Bartholf during closed session on Oct. 17.

City Clerk Carol Stamm said local resident William Klein, 58, had officially filed the claim on Oct. 11.

However, the incident referenced in the claim occurred on May 12, 2016. Stamm said the October filing was the first with a dollar amount specified, indicating there had been prior discussion between the two parties.

Monroe Police Chief Fred Kelley said in May of last year, officer Brent Krebs was driving on 13th Avenue while responding to an ambulance call. Krebs had not yet turned on emergency lights or the car's siren.

Facing south toward 19th Street at the stop sign, Kelley said Krebs pulled forward and upon seeing Klein driving a motorcycle eastward down the street, slammed on his brakes. Klein's front bumper collided with the police car. Kelley said according to the accident report, the bike remained upright and there was only slight damage on the front fender.

There are videos of the damage and discussions between Klein and police, Kelley added. He said since the accident, it has become a "substantial" claim, with more damage and injury on the claim than what was originally identified.

Klein did not return multiple phone calls requesting comment.

Claim circumstances cannot be revealed because of ongoing talks between Klein and the city, Stamm said. Though no details can be given, she said in the documentation, Klein asks for payment mostly to cover the cost of injuries. Some funding was also requested to pay for damages to the motorcycle. The requested $250,000 is the most allowed in a recovery request per Wisconsin state statute 893.82(6).

Krebs is the brother of Times reporter Adam Krebs.
