MONROE - At a meeting Wednesday, the City of Monroe Plan Commission:
Recommended to Council to approve a certified survey map for land near the Willow Way detention pond. According to Engineer Supervisor Al Gerber, a duplex encroached six inches onto city property. The city will sell about 3,000 square feet to correct the problem, charging also for legal fees and surveying costs.
Recommended to council to approve to vacate and discontinue a portion of Fourth Avenue West and West Eighth Street right of way. Gerber said the move would "clean up" a situation dating from 2000 when Woodford Bank built its first addition. The move will prepare the way for a quit claim deed requested by Woodford.
Approved a permitted use to allow a manicurist and skin care service, and a conditional use permit to allow for a professional massage home occupational business at 2315 16th Ave. in an R-2 zoned area. The commission restricted parking to six on-street and two off-street parking spaces and hours to 9 p.m. at the latest. The conditional use permit must be reviewed in one year.
Approved a request for a sign change in the Northpass Planned Unit Development (PUD). According to builder Terry Martin, the sign is for Cousin's Subs, to be placed on the south side of the building, facing south. Lettering on the front of the building facing 18th Avenue will remain the same as listed in the original PUD. The Commission declared the PUD change minor, and it does not need council approval. During the course of discussion, City Attorney Rex Ewald asked that all changes to this and any PUD be placed in the files, to be accessible in the future.
Approved a minor change to the stormwater utility plan for Northpass PUD. According to Gerber, the change does not affect stormwater runoff quality or quantity, but will prevent a main water line from freezing. The change does not require council approval.
Recommended to council a change in zoning from R-2 (medium density residential district) to R-3 (multiple-family residential district) for Rast Family Trust property located at 531 27th Ave. and 2639-49 Sixth Street. The change in zoning will require a class D (highest ranked) buffer guard. The change must go to public hearing before adoption.
