MONROE — A 37-year-old Monroe man is charged with having sex with an area high school girl and soliciting photos from her, according to a criminal complaint filed May 14 in Green County Circuit Court.
Justin Charles Stocker faces two Class C felony counts of child sexual exploitation, four Class D felony counts of possessing child pornography and a Class I felony count of exposing genitals to a child.
He’s also charged with three misdemeanor counts of having sexual intercourse with a child, age 16 or older. He signed a $2,500 signature bond May 15 with conditions including no contact with the girl or her school or residence. His preliminary hearing is June 21.
Investigation into the case began in February when the Internet Crimes Against Children Data System, a national network used by law enforcement agencies, referred a child pornography tip to the Monroe Police Department.
The system flagged pornographic images shared in Facebook private messages between Stocker and the girl, said Assistant District Attorney Laura Kohl, who is prosecuting the case.
On May 10, police executed a search warrant on Stocker’s Chevrolet pickup truck and his home in the 2400 block of 12th Avenue.
Stocker had sex with the girl on three occasions at his home between December and April and sent her sexually explicit photos and videos, a detective found.
Stocker also allegedly admitted to soliciting the girl for sexually explicit photos “in the heat of the moment.”
Stocker said he met the girl at the Sugar River Raceway in Brodhead, a go-kart track where he flagged races, and he claimed to not know her age, according to the detective’s report.
The detective met with the girl at her high school in early May. The girl reluctantly turned over her cellphone as evidence and told the detective Stocker never pressured or threatened her to have sex, according to the detective’s report.
State court records show no criminal record for Stocker. He and his ex-wife jointly petitioned for a divorce in February 2017, and the divorce was granted that August.
