MONROE - A 33-year-old Monroe man with three convictions of driving while intoxicated was arrested again over the weekend on the same charge. Justin J. Norder faces his fourth DWI charge following a stop for speeding early Saturday morning, according to Monroe police. An officer observed Norder speeding in the 2200 block of 16th Street at 1:18 a.m. and caught up with him on 19th Street at County K.
