The Department has $6,235 in capital funds, and Kelley requested about $3,000 from the department's vehicle leasing account be transferred to the capital account to cover the remaining cost of about $8,690.

• Discussed the city's capital purchase procedures and recommended to council to set a policy of individual purchases over $10,000 from capital accounts to be approved by Council. The agenda item was presented by Alderman Thurston Hanson.
