Monroe Common Council: Sept. 6, 2016

On Tuesday, the Monroe Common Council:

• Proclaimed Sept. 17-23 as Constitution Week by order of Mayor Louis Armstrong.

• Appointed Youth In Government members for a term from Sept. 6 to May 12. Nathan Smith and Andrew Wheat were placed on the Board of Public Works; Nick Baumann, Lillian Edwards and Samuel Nicholson on the Finance and Taxation Committee; and Linnea Tabaka on the Senior Citizens Board. Each received recognition from aides from the offices of Sen. Ron Johnson and Rep. Mark Pocan on their accomplishment.

• Approved the recreation of sections 9-2-17 and 9-2-18 of Monroe City Code to allow city employees to have a non-domestic animal within their possession during certain duties regarding their position, such as hosted exhibits at the Behring Senior Center.

• Agreed to a resolution approving two sign location lease agreements with Lamar Companies.

• Set the annual salary at $71,048 for interim Fire Chief Lane Heins, who will take the position Sept. 26, with an annual $700 clothing allowance.

• Announced the need for each council member to fill out an online, anonymous evaluation of City Administrator Phil Rath by the end of the month to be compiled by Alderwoman Brooke Bauman.

• Approved a request by the Monroe Lions Club to hold the Monroe Lions Minhas Oktoberfest, Sept. 16-18 on the privately-owned parking lot on the southwest corner of 16th Avenue and 12th Street from 3 p.m. on Sept. 16 to 1 a.m. on Sept. 18. The agreement is contingent on proper insurance certification being filed with the city clerk.

• Agreed to allow Monroe High School to hold the Homecoming Parade on Sept. 30 from 3:30-5 p.m., beginning and ending at the school and following the same pre-approved route as it has in the past.

• Heard an update from Assistant City Administrator Martin Shanks regarding the signing of a contract between the city and Vandewalle and Associates, Inc. The contract, which has been organized in order for the city to re-write zoning code, will be presented to council on Sept. 20 for consideration and possible approval.
