MONROE - In a meeting Monday, the City of Monroe Board of Public Works:
Approved bills from Veolia Environmental Services for $1,860 for August recycling; E & N Hughes for $144,750 for street work and $30,600 for work on sewage pump system on Lake Drive project; and Whitney Tree Service for $2,160 for Sept. 11 removals and trimming and $1,764 for Sept. 25 removals.
Voted unanimously to fund up to $80,000 for installing energy-efficient fixtures and lights, starting with city hall and the police station. The funds will come from previously planned capital projects proposed for 2013. Some current bulbs are becoming unavailable for sale. The city will apply for available grants for the changeover.
Discussed a report from Ramaker on the condition of the swimming pool. A future for the board to meet with Ramaker representatives will be set up.
Discussed recommendations for the parking ramp from Mayor Bill Ross, but postponed any action, pending further financial information coming with the 2011 audit. Ross suggested the city build a new, two-level parking ramp on the same location, with the ability to added levels in the future. Engineering Department Supervisor Al Gerber was directed to look into proposed plans for the new ramp with available options. Ross asked for a decision to be made in time for the project to be included in the 2013 budget.

Recommended to the council to approve the Main Street Monroe Chili Cook-off festival on Oct. 6; Anytime Fitness Halloween fundraiser run on Oct. 22, and Big Brother/ Big Sister Tour de Cheese bike ride fundraiser Oct. 6.
Voted unanimously to implement parking in the alleyway next to Turner Hall. The parking space scheme must meet police, fire and safety standards.
Discussed and voted for the city administrator and city attorney to proceed with negotiations with the Green County Humane Society on an animal control agreement, to be presented for the 2013 budget. The society is asking the city for $35,000 for 2013.
Moved into closed session to review a negotiation strategy for the Green County Humane Society animal control agreement.

Recommended to the council a special ordinance dissolving the Mary Wuthrich Memorial Fund Committee, placing the funds into the Behring Senior Center capital account and giving the senior center's board oversight of the funds.
Recommended to the council an ordinance renumbering various sections the Monroe City Code covering fraud offenses. The action will allow for collecting and categorizing similar offenses within the code.
Recommended to the council a restatement of Monroe City Code covering alcohol beverages, which will clarify definitions and renumber the section.
