Monroe Common Council: Oct. 1, 2013

At a meeting Monday, Sept. 30, the City of Monroe Board of Public Works:

• Approved paying bills from Miron Construction for $1.3 million for the WWTP project and from Advance Disposal for $2,500 for August recycling.

• Recommended approval of change order No. 4 for clarifier equipment at a cost of $139,000. The replacement of clarifier parts was preapproved by the council.

• Recommended paying an additional $49,600 for concrete pavement for a storage structure for dried wastewater residue. Miron missed the item in its original bid and is asking the city to consider paying for the value of the pavement. The recommended amount covers Miron's material and subcontracting costs. It does not include Miron labor costs. A motion to pay $74,000 for the entire pavement, without overhead or profits for Miron, failed 3-1.

A request for credit on a residential garbage bill, because the service was unused for about six months, was initially denied, but the board asked for the item to be brought back for input from Tom Boll, supervisor of the street and sanitation department, and Rex Ewald, city attorney.

Reid Stangel was absent.



At a meeting Monday, Sept. 30, the city of Monroe Public Safety Committee:

• Approved a request from Monroe Clinic for a no parking zone in the 2000 block of 5th Street.

• Approved replacing the stop sign on 6th Street at 4th Avenue with a yield sign.



At a meeting Tuesday, Oct. 1, the City of Monroe Salary and Personnel Committee:

• Reviewed the 2014 city employee health insurance rates.

• Reviewed updates and revisions to the employees' policy manual.

• Met in closed session to consider the recommendations of the city administrator regarding an alleged lack of cooperation by the city clerk in a city investigation of a harassment allegation.

Reid Stangel and Chris Beer were absent.



In a meeting Tuesday, Oct. 1, the City of Monroe Finance and Taxation Committee:

• Approved requests from department heads to carry over a total of $84,000 from 2012 accounts into 2013. Requests included $49,000 in the parking ramp and $10,000 in the Cheese Days accounts.

• Discussed and requested making additional financial reports available for the committees, council and public.

Reid Stangel was absent.



In a meeting Tuesday, Oct. 1, the City of Monroe Common Council:

• Voted 7-0 to approve $3.50 per hour additional compensation for wastewater lead operator, Joe Solowetz, due to increased work load and responsibilities, effective Sept. 16 and continuing until further notice.

• Approved 7-0 to pay bills in the sum of $1.63 million.

• Unanimously approved special events for Main Street Monroe Chili Cook-off Festival, Oct. 5 on the Downtown Square; and Paul Mitchell The School-Monroe Grand Opening Celebration Oct. 6 in the 1000 block of 18th Avenue.

• Granted miscellaneous licenses.

• Voted 6-1, with Schultz against, to approve a temporary class B beer and wine license for the YMCA Fall Fundraiser Oct. 19 inside St. Victor School gymnasium.

• Voted unanimously to approve a temporary class B beer license for Monroe Youth Hockey Oct. 5 in downtown Monroe.

• Voted unanimously to approve change order No. 4 for the wastewater treatment plant upgrade project. The change order was preauthorized and will add $139,700 to the total project.

Alderman Brooke Bauman announced that GCDC had hired a new executive director, Michael Johnson, who wants to meet with city officials in the future.

City Administrator Phil Rath announced that Victoria Soloman, the new Community Resource Educator at University of Wisconsin-Extension would be introducing herself to the council at a future date.

The council moved into closed sessions: for deliberating or negotiating the fee structure for the rural fire contract and continue consideration of the performance evaluation of the city administrator.

Chris Beer and Reid Stangel were absent.
