Monroe Common Council: March 21, 2013

MONROE - In a meeting Tuesday, March 19, the City of Monroe Common Council:

• Set a public hearing for April 3 on amending the Monroe City Code regarding additions to the permitted uses in the General Business District.

• Held a public hearing and voted unanimously to make changes to the Monroe City Code regarding city-owned structures.

• Held a public hearing and voted unanimously to make changes to the Monroe City Code to correct references to administrative codes and state agencies.

• Voted 7-2 to approve $663,800 for bills. Tyler Schultz questioned the amount being paid to Green County Humane Society and Brooke Bauman voted against.

• Granted miscellaneous licenses.

• Voted 8-1 to approve extending the use agreement with the Green County Solid Waste Transfer Station.

• Voted unanimously to authorize the city's participation in forming a Southwest Wisconsin Community Development Block Grant (CDBG) Regional Revolving Loan Fund.

Comptroller Bridget Schuchart updated the council on the capital plan, tax collections, the closing of unnecessary checking accounts and the 2012 audit.

Pam Christopher, director to the Monroe Chamber of Commerce, presented information about Business After Five, two upcoming business projects and Sen. Ron Johnson's visit to Monroe.



MONROE - In a meeting Tuesday, the City of Monroe Salary and Personnel Committee:

• Voted unanimously to approve changing the payroll deduction schedule for insurance benefits to make deductions a month in advance.



MONROE - In a meeting Tuesday, the City of Monroe Judiciary and Ordinance Review Committee:

• Discussed the time frame for posting minutes of city boards and commissions. By consensus, the committee wanted minutes of meetings prepared prior to the next meeting date, barring any extenuating circumstances.



MONROE - In a meeting Tuesday, the City of Monroe Information Technology Committee:

• Discussed adding video to the city's existing website, particularly allowing for the taping and viewing of governmental meetings. The committee asked for a demonstration from Granicus, a vendor for CivicPlus who services the city website.



MONROE - In a meeting Monday, the City of Monroe Board of Public Works:

• Approved payment of bills from Ramaker for $2,300 for engineering on pool boiler and ventilation system; from Veolia Environmental Services for $1,800 for February recycling; and Haase Surveying for $800 for 21st Street detention pond and $990 for Lake Drive area.

• Reviewed quotes and authorized the engineering department to purchase two Ford 3/4-ton trucks, contingent upon availability, for $22,500 each, to replace a 1993 Ford truck and a 1995 GMC truck. The current trucks were deemed to be in worse condition than a 1-ton, dual wheel truck scheduled to be replaced this year; the large truck will be replaced in a future year. If only one Ford truck is available for delivery, the engineering department is authorized to purchase a GMC truck at $24,500 as the second replacement vehicle. The trucks are purchased from local dealers.

• Reviewed quotes and authorize hiring Midwest Sealcoat at $15,000 for resurfacing Twining Park tennis and basketball courts.
