Monroe City Council: Oct. 17, 2013

MONROE - At a meeting Monday, Oct. 14, the City of Monroe Board of Public Works:

• Approved a bill from Whitney Tree Service for $9,900 for 17 tree removals and five hours of trimming.

• Unanimously approved a quote from Professional Roofing and Repair, Monroe, for $7,250 to replace the flat roof on the Twining Park bandshell. The cost is expected to be covered by savings from a 2013 parking lot installation at Recreation North. The project was planned for 2015, but the roof was found leaking after recent rains.

• Unanimously recommended approving a change order for the wastewater treatment plant upgrade project. The change order includes $49,575 for a building concrete floor, reported as missed in the Miron bid; credits totaling $11,480; and additions totaling $8,900.

• Agreed to maintain review and approval of bills related to public works at each meeting before passing them to the council for approval to pay.

• Took no action on a request for credit to a residential garbage bill, but passed a motion to notify the residents of the request denial.



MONROE - At a meeting Tuesday, Oct. 15, the City of Monroe Finance and Taxation Committee:

• Discussed quotes for purchasing and installing blinds in the council chambers. No action was taken.

• Postponed discussion related to accounting practices for special revenues and endowment funds.

• Received an update on the city budget, audit and 2014 budgeting schedule.

Tyler Schultz was absent.



MONROE - At a meeting Tuesday, Oct. 15, the City of Monroe Common Council:

• Voted unanimously to approve items granting miscellaneous licenses, approving weights and measures assessment schedule, and approving a change order for the wastewater treatment plant upgrade project.

• Approved unanimously $1,671,000 to pay bills.

• Held a public hearing and voted unanimously to add to the city code commercial animal establishments as a conditional use in light industrial zones.

• Approved the Main Street Monroe Halloween Parade from 4 to 5 p.m. Thursday, Oct. 31 in the downtown area. The council also set hours for Halloween Trick or Treating from 5 to 8 p.m. Oct. 31.

• Approved no-parking zones in the 2000 block of 5th Street.

• Approved changing a stop sign to a yield sign on West 6th Street at 4th Avenue West.

• Approved an easement agreement with Marcia Donny for access to property lying south of the airport via an access road at Wisconsin 59 and County DR intersection.

• Approved unanimously purchasing a Magnum diesel ditch pump for $26,800 from Stotzer Sales of Mequon for the wastewater treatment plant, to replace a 1984 gasoline pump in need of a rebuild, but for which parts are no longer available.

• Voted 7-1 to purchase a 2014 plow chassis for $84,400 from Lake International for the stormwater utility, to replace a 1997 International Truck. The replacement cost is in the 2013 budget. Tyler Schultz voted against.

Mayor Bill Ross related his tour of the wastewater treatment plant upgrade project. He reported the project is on target and will be up and running by Jan. 15.

Comptroller Bridget Schuchart made the treasurer's report, noting a list of CDs, their balances, expiration dates, and reinvestment options being reviewed.

Victoria Solomon, the University of Wisconsin-Extension agent, introduced herself and gave a brief presentation of information available through her Community Resource Development office.

Aldermen Brooke Bauman and Tom Miller commended Monroe police officers and firefighters, and Green County EMS and Sheriff's Department for their response to the many emergency incidents that have happened in the city and surrounding area in recent weeks.

The Common Council met in two closed sessions to consider the recommendations of the Salary and Personnel Committee regarding an alleged lack of cooperation by the city clerk in the city's investigation of a harassment allegation and to finalize the performance review for the city administrator.

The council adjourned without returning to open session.

Alderman Michael Boyce was absent.
