MONROE - At a meeting Tuesday, the City of Monroe Salary and Personnel Committee:

• Authorized a transfer of employees between the street department and the parks department. The employees requested the switch and will start at entry-level positions with corresponding pay levels.

• Authorized a request to promote Paul Meudt to a full-time, Park Department laborer position.



MONROE - At a meeting Tuesday, the City of Monroe Common Council:

• Voted unanimously to approve the consent agenda items of granting miscellaneous licenses and approving of $2.49 million to pay bills.

• Set a public hearing for June 17 for amending city code to add commercial animal establishments to the list of conditional uses in M-3 industrial parks.

• Approved a certified survey map for property formerly used by the humane society, located along 6 1/2 Avenue.

• Approved unanimously a donation of $250 to the American Legion to help defray expenses for the Memorial Day parade and services and for veterans' graves decorations.

• Approved, on a vote of 8-1 with Chris Beer against, new fees for sound regulation permits.

• Approved unanimously revisions to the fund balance policy.

• Approved revisions to the City of Monroe Employee Policies, regarding outside employment notification and recruitment procedures.

• Voted unanimously to adjust the pay rates of three employees who were mistakenly placed under probationary rates when hired in 2014.

• Approved unanimously to promote Sandy Menehan to water department administrative secretary and to approve the associated pay increase retroactive to April 7.

• Granted a temporary class B beer license for Monroe Balloon Rally, Inc., on a vote of 8-1 with Charles Koch against.

• Granted a temporary class B beer license to Monroe Booster Club for the Mud Run special event, on a vote of 8-1 with Koch against.

• Granted temporary class B beer licenses and a temporary beer and wine license to Green County Humane Society for Concerts on the Square, on a vote of 8-1 with Koch against.

Members discussed the possible need to add to the city's code of ethics language about disclosure of confidential information and information from closed sessions by city officials, proposed by council president Brooke Bauman. Mayor Bill Ross recommended the issue be taken up by the Judiciary and Ordinance Review Committee first.

Ross presented a certificate of appreciation to Jack Morris, retiring from the wastewater treatment plant, for 28 years of city service.

Comptroller Bridget Schuchart explained the treasurer's monthly report now has a new format with all funds being included.

City Administrator Phil Rath explained how and from where agenda topics can originate.
