MONROE - At a meeting Monday, the City of Monroe Board of Public Works:

- Approved a permit application to install an awning that overhangs the sidewalk at 1020 17th Ave.

- Approved bills from Dane County Contracting for $369,900 for 8th and 9th Street sanitary sewer and water construction; Wis. Department of Transportation (DOT) for $152,300 for 8th/9th street construction operations and for $8,840 for 9th Street construction; Fehr-Graham and Associates for $4,640 for 8th/9th street contaminated soil management, for $6,730 for 8th/9th street water and sewer construction observation and for $11,140 for 8th/9th street water and sewer grant administration; and Whitney Tree Service for $2,340 for tree removal and storm damage cleanup.

- Discussed and recommended to the council to approve the city's wastewater treatment plant 2010 compliance maintenance annual report to the DNR. The council will vote on the approval Tuesday.

- Board member Tyler Schultz asked City Engineer Supervisor Al Gerber to look into gravel possibly entering the storm sewer along the 8th and 9th Street reconstruction site. Gerber said the storm sewer entrance is perhaps an old one that has been disconnected, but he would check it.

Board member Neal Hunter was absent.

MONROE - At a meeting Monday, the City of Monroe Public Safety Committee:

- Discussed and postponed action on a request for a reduced speed limit from 25 mph to 15 mph in the 2000 block of 5th Street, between the Monroe Clinic buildings. Police Chief Fred Kelley said a speed analysis was done this week and last in that area, which indicated the average speed of vehicles at about 14 mph, with the fastest being 28 mph. The number of vehicles traveling on the road averaged about 16 per hour on Wednesday and Thursday and about 10 per hour Friday through Monday. Kelley said most of the problem is probably vehicles failing to yield for pedestrians, including employees, crossing between the buildings. Committee members understood that construction was still on-gong in the area and asked Kelley to present the speed analysis results to the clinic, before they would revisit the issue.

- Discussed and postponed action on making the temporary four-way stop at 12th Street and 20th Avenue a permanent four-way stop. The temporary stop was installed when the detour route for 8th and 9th Street was planned. Alderman Jan Lefevre brought the issue to the board, after a constituent approached her with the request. Lefevre said the four-way stop has slowed traffic on 20th Street, making it easier for school children and older citizens to cross. Fire Chief Daryl Rausch said his firefighters have indicated that the stop has made getting to the downtown fire station easier, and Kelley said his officers have indicated that getting on to 20th Street also is easier. However, Kelley also said winter driving conditions could possible make stopping at the corner difficult. Committee member Charles Koch said the street is a north-south thoroughfare for the city and already has stop signs at 9th Street and 16th Street. He said he did not want too many stops signs on the street.

Committee members postponed any action, preferring to wait until the 8th/9th Street reconstruction project is finished in October to see how traffic patterns change.

- Recommended to the council to approve special events for the Monroe Park and Recreation Department Independence Day Celebration, 8 a.m. to 11 p.m. July 4 at Twining Park and Main Street Monroe Children's Fair "Welcome to the Jungle," 7 a.m. to 3 p.m., June 25, downtown.

Committee member Neal Hunter was absent.
