MONROE - On Tuesday, June 17, the Monroe City Council:

• Approved a change in the water billing procedures that would apply a late payment charge of 3 percent computed on any remaining unpaid balance billed quarterly.

The previous charge was 1 percent per month. No one attended a public hearing held prior to the vote.

• Held a public hearing, and passed special ordinance #131 rezoning 712 19th St. from Medium Density Residential District (R-2) to General Business District (B-2), for sale by Monroe Theater Guild, Inc.

• Set a public hearing date of July 15, 2008, for special ordinance #312 to rezone lot 2 in the North Business and Industrial Park from Industrial Park District (M-3) to General Business District (B-2), for the purpose of surveying.

• Approved claims in the amount of $252,362.46.

• Approved special event permits for the Independence Day Celebration from 6 a.m. until 11 p.m. on July 4 in Twining Park, requested by Monroe Parks and Recreation; and for the Youth Triathlon event from 6 a.m. until 1 p.m. on July 26 in the YMCA area and Twining Park, requested by the YMCA.

• Approved liquor, fermented malt beverage, dance and other miscellaneous license renewals.

• Approved an agreement between Green County, City of Monroe, and the state of Wisconsin Department of Transportation for Green County Justice Center retention pond.

• Approved the purchase and development of 1 acre in the North Business and Industry Park by Downing Rentals LLC. Downing will purchase the land for $1, with the obligation of achieving a fair market value of the land and improvements of $250,000 by January 2009. Downing will lease the site to Fastenal Company for use as a distribution site for Fastenal's full line of industrial and construction industry supplies.

• Approved the reappointment of Brian Saugstad and Barb Moser for three-year terms on the Board of Parks and Recreation Commissioners.

Alderman Keith Ingwell was absent.
