Monroe City Council: July 6, 2011

MONROE - At a meeting Tuesday, the City of Monroe Board of Public Works:

- Approved a permit application and agreement for the installation of a sign that overhangs a sidewalk at 1510 11th Street.

- Approved for payment bills from Veolia for $330 for May recycling and Whitney Tree Service for $4,678 for tree removal and trimming.

- Approved a memorandum of understanding with Johnson Controls, pending review by the city attorney, to conduct a study of city facilities to determine savings that might be gained with long-term and quick energy saving changes.

Member Reid Stangel was absent.

MONROE - At a meeting Tuesday, the City of Monroe Public Safety Committee:

- Discussed the need for temporary fireworks stands to submit more plans and information to satisfy state fire codes as part of the city building permit and inspection process. Forms and process are to be presented by Fire Chief Daryl Rausch at next meeting.

- Discussed changing public safety meetings to Tuesdays, as needed. Committee meeting meetings are set at the will of the chairman.

MONROE - At a meeting Tuesday, the City of Monroe Judiciary and Ordinance Review Committee:

- Reviewed and discussed changes to the city charter and city codes that would allow at-large elections of aldermen. Committee members, four council members and one member of the public discussed various concerns and scenarios of at-large elections versus the current ward structure. No action was taken.

MONROE - At a meeting Tuesday, the City of Monroe Common Council:

- Voted unanimously to spend $775,000 for upgrades to the emergency services and public works communications equipment to make all communications narrowband to comply with state deadline of November 2011. The city will use $540,000 from a certificate of deposit for capital expenses and $235,000 from undesignated funds.

- Approved $391,700 to pay bills.

- Approved special event permits for the Green County Fair Association's county fair, July 20-24; and for the Green County YMCA Just Tri Youth Triathlon, July 23.

- Granted miscellaneous licenses.

- Granted a temporary class "B" beer license to St. Victor Church for a beer garden July 9.

- Granted a temporary "class B" beer and wine license to the American Legion for the Green County Fair.

- Approved, by an 8-1 vote, a land acquisition agreement for a proposed detention pond.

- Reviewed open meeting laws with City Attorney Rex Ewald.
