MONROE - In a meeting Tuesday, the City of Monroe Community Improvement Committee:
- Discussed options for city to purchase, remove, and sell non-conforming distressed properties for the purpose of increasing the city's tax base, while eliminating or preventing boarded up houses. City Administrator Phil Rath will investigate how other cities are dealing with abandoned homes and report at a future meeting.
MONROE - In a meeting Tuesday, the City of Monroe License Committee:
- Recommended to the council to grant a temporary class "B" beer license to the Green County Beef Producers for their the Great Steak Out August 25 at the SLICE arena.
- Voted 2 to 1 to recommended to the council to grant a temporary class "B" beer license to the Knights of Columbus for July 20-24 for at beer garden at the Green County Fair. Sara Conway voted against. Issues of maintaining the peace in previous years were discussed. Committee members want a follow-up report from the Monroe Police concerning any problems that arise this year and future applications for the license to be submitted earlier.

- Heard from Mayor Bill Ross asking for a future meeting with aldermen to discuss committee meetings and agenda items in an effort to increase meeting and city department efficiency. Ross will schedule the meeting.
- Heard from Louis Armstrong asking the Ad Hoc Committee to consider ways to reduce energy use by turning off lights during the day on the second level of the parking ramp.
- Approved, unanimously, a certified survey map for land to be used for a detention pond along 21st Street by Orchid Monroe.
- Set a public hearing for Aug. 16 for rezoning property in 1600 block of 15th Avenue.
- Approve $238,000 to pay bills.
- Approving the Tuesday Noon Optimist Club skateboard competition event from 10 a.m. to 4 p.m. Aug. 13 at Honey Creek Skatepark.
- Granted a temporary class "B" beer license to Knights of Columbus for Green County Fair outdoor beer garden July 20-24. Council President Charles Koch noted past problems of maintaining the peace were discussed in the License Committee, which the Knight of Columbus need to address or restrictions could be placed on future applications.
- Granted a temporary class "B" beer license to the Green County Beef Producers Aug. 25 at the SLICE arena.
- Approved, unanimously, a change order to a contract with Dane County Contracting, LLC for the 8th/9th Street sanitary sewer and water improvements project. The change order added $30,900 to the contract, bringing the project cost to $884,800. The Board of Public Works certified the project as substantially completed Monday.
- Approved, unanimously, a $20,000 loan to Bargains Galore, Inc. from the Revolving Loan Fund.
- Authorized, unanimously, the purchase of a website solution from CivicPlus for designing, hosting and maintaining the city website, at an annual cost of about $7,600 for three years, and $3,470 for the fourth year. Funding for the first year will come from unused funds in the Safety account. Money will be budgeted in the IT budget for remaining payments.
Also at Tuesday's meeting, City Administrator Phil Rath noted a question about saying the Pledge of Allegiance at council meetings was raised at an Ad Hoc Restructuring Committee. The pledge has not been recited for several years at council meetings. Rath said the council members may want to discuss the topic at a future meeting.
Finally, Mayor Ross commended Street Department employees for their cleanup efforts following the storm that hit Monroe Aug. 11. The work was accomplished without overtime.
