MONROE - At a meeting Tuesday, the City of Monroe Board of Public Works:
- Approved bills from Dane County Contracting LLC for $44,400 for sanitary sewer and water improvements on 8th and 9th streets; Whitney Tree Service for $140 for pruning; Monroe Clinic for $81,260 for paving preparations on 5th Street between 19th and 22nd avenues; Fehr-Graham and Associates for $430 for handling 8th and 9th streets water and wastewater CDBG grant and for $778 for services on detention pond dredging; Veolia Environmental Services for $761 for November recycling; H. James and Sons Construction for $255,370 for 21st Street detention pond work; and MSA Professional Services for $904 for work on 21st Street detention pond.
- Reviewed 2012 chemical quotes and authorize purchasing from lowest bidding suppliers.
- Reviewed the 2011 Forestry Report.
- Authorized Paul Klinzing, city forester, to seek quotes for 2012 forestry work, to include a one-year and two-year contracts.
MONROE - At a meeting Tuesday, the City of Monroe Common Council:
- Approved $402,300 for bills.
- Authorized the purchase of a 2012 Dodge Durango for the Monroe Fire Department, at a cost of $27,200, to replace a 1997 Dodge Caravan.
- Approved James Kampfer as the new agent for a class B beer and liquor license issued to the VFW.
- Granted a temporary class B beer and wine license to Green County Habitat for Humanity for a fundraising event to be held Feb. 11 at the St. Victor's School gym. The motion carried 5-3, with Charles Koch, Sara Conway and Tyler Schulz voting against.
- Failed to pass a motion to hold a spring primary for Wards 5 and 7 during February. The motion needed a majority of council members, more than six, to pass. The motion failed 5-2 with Reid Stangel, Chris Beer, Michael Boyce, Jan Lefevre and Sara Conway voting for the motion; Tyler Schulz and Charles Koch voted against; Thurston Hanson abstained. Aldermen Neal Hunter and Brooke Bauman were absent. Prior to the vote, aldermanic candidates Scott Golackson from Ward 5 and Tony Gratz from Ward 7 made statements against holding the primary, and Louis Armstrong from Ward 7 spoke in favor of the primary.
Boyce made a statement regarding open government and transparency. Boyce specifically noted an opinion issued by the state's attorney general about allowing the practice of allowing comments from staff, aldermen, and the mayor, without designation of the subject matters in the meeting notices. Boyce requested the Judiciary and Ordinance Review committee "consider and propose appropriate rules of conduct for lawfully addressing the council." Mayor Bill Ross noted the issue would be placed on the next council agenda for discussion.
City clerk Carol Stamm announced the city received about $61,000 in dividends and rebates from the city's mutual insurance company.
City Attorney Rex Ewald informed the council that a PDF of searchable files of city agendas is available in CD through the city clerk office.
