MONROE - In a meeting Wednesday, the City of Monroe Common Council:

- Authorized the issuance and established parameters for the sale of $3.98 million in general obligation bonds. To receive a lower interest rate, the measure authorizes city officials to refinance the bonds that were previously sold to fund the downtown tax increment district No. 7 streetscape and reconstruction. The estimated savings for the city is $235,000. The measure passed on an 8-1 vote, with Michael Boyce against.

- Appointed Stephanie Bachim as city treasurer with an annual salary of $37,900. The appointment passed on an 8-1 vote, with Tyler Schultz against.

- Appointed Bridget Schuchart as city comptroller with an annual salary of $51,730. The appointment passed an 8-1 vote, with Schultz against.

- Approve $387,000 to pay bills.

- Approved the installation of stop signs on 15th Street at 14th Avenue.

- Approved a No Parking Zone on north side of 1700 block of 15th Street. The Street Department was instructed to install an official "no stopping, standing or parking" sign, effective for a distance of about 50 feet west of an adjacent handicapped parking zone.

- Granted miscellaneous licenses.

- Unanimously authorized hiring Town & Country Engineering, Inc. to perform construction inspection services for the Lakeside Heights Project, at a cost of not more than $62,000.

- Unanimously authorized hiring Midwest Electrical Testing and Maintenance Co., Inc. to perform electrical testing services, at a cost of $20,300.

Mayor Bill Ross congratulated the newly elected aldermen and requested that new and returning alders submit their requests for committee appointments for the coming year.

Police Chief Fred Kelley to present the Police Department 2011 Annual Report.

City Clerk Carol Stamm to present the Spring Election Report of the Municipal Board of Canvassers.

Friends, family and past co-workers honor Cathy Maurer for her retirement after 25 years of service to the city.

Alderman Thurston Hanson was absent.
