MONROE - At a meeting Monday, the City of Monroe Public Safety Committee:

- Recommended the council create 2-hour timed parking in 1100 block of 18th Avenue, not including stalls already restricted along the front of the City Hall.

- Directed the engineering department to do a traffic study on lanes along 8th Street corridor between 5th and 9th Avenue.

- Took no action on a request for a stop sign at 13th Avenue and 25th Street. A traffic study showed a low volume of vehicle traffic and minimal pedestrian traffic at the intersection.

MONROE - In a meeting Tuesday, the City of Monroe Salary and Personnel Committee:

- Reviewed an emergency management planning timeline for the city, presented by Fire Chief Daryl Rausch. The three-year plan lays out the steps the city will need to take to implement a emergency preparedness system, including equipment, shelters and drills. Rausch said extra communications equipment for the emergency operations center will probably cost no more than $13,000 over the three-year period. After discussion in a closed session, committee members recommend the council appoint Rausch as the city's emergency management director for $8,000 annually and Deputy Fire Chief Lane Heins as the deputy director for $10,000 annually.

MONROE - In a meeting Tuesday, the City of Monroe Common Council:

- Set a public hearing for Dec. 20 for changes to a city ordinance regarding the use of weapons.

- Approved 2012 fees for the Park and Recreation Department and Behring Senior Center.

- Unanimously approved hiring Dave Powers as Building Inspector/Zoning Administrator effective Dec. 19 with an annual salary of $47,000. The contract does not include health insurance benefits.

- Unanimously approved hiring Daryl Rausch as Emergency Management Director for $8,000 annually and Lane Heins as Deputy Emergency Management Director for $10,000.

- Unanimously approved an early retirement agreement with Police Captain James Kosek, effective Dec. 31, for $50,000. Kosek will have been with the Monroe Police Department for more than 39 years upon retiring.

- Approved unanimously the 2012 wages for election inspectors, non-salary Fire Department personnel, part-time Recreation Department employees and other part-time employees. The hourly rates are the same as for 2011, except for the addition of a fifth-year pay level of $13 per hour for a Parks and Recreation instructor with an education degree and for a pool manager with an education degree.

- Approved unanimously salaries and wages for department heads and non-union personnel for 2012. The salaries are the same as for 2011.

- Approved unanimously $951,750 for bills.

- Approved no parking areas in 1600-1700 Block of 16th Street.

- Approved unanimously an airport operations contract for 2012 with Touch 7 Go Aviation, Inc. for $25,675 and commission on fuel sales. The costs are the same as for 2011.

Mayor Bill Ross announced Monroe received a Water Fluoride Quality Award from the Center for Disease Control and Wisconsin Health Department. The award recognizes water systems that adjusts the fluoride concentration in drinking water, achieving a monthly average fluoride level that is within the optimal range for 12 consecutive months.
