MONROE - During a meeting Monday, the City of Monroe Board of Public Works:

• Approved bills for payment in the amounts of $1,000 from Ramaker and Associates for pool inspection; $7,478.75 from Whitney Tree Service for tree removal and trimming; $2,583.26 from Green Valley Disposal for February recycling; $4,383.25 from Fehr-Graham and Associates for services at Walmart Supercenter project.

• Discussed and recommended to council to authorize application for urban nonpoint source and storm water planning grant. The grant will be used to help amend a three-year-old plan to reflect Department of Natural Resources (DNR) changes.

• Discussed and recommended to council to authorize an application for a grant for stormwater construction on 21st Street near the Badger State Trail.

• Authorized the Public Works Department to seek quotes for fire extinguisher services.

• Continued discussion regarding procedures for accepting bids and awarding contracts. Public Works Director Kelly Finkenbinder informed the board that a bidder's Proof of Responsibility form had been updated; an outline of qualifications for bidders had been developed; and a rough draft of a sample letter to unqualified bidders had been written. Finkenbinder said city attorney Rex Ewald and representatives from Fehr-Graham were contacted for input.

• Authorized the Public Works Department to seek bids for remaining downtown streetscape improvements. Ryan Wilson of Fehr-Graham said the firm will be ready for bids to go out in about two days.

• Reviewed quotes and authorized purchase of a front-end loader to replace current 1996 model. The city plans to sell the used end loader to the municipal airport.

• Discussed an alternative disposal plan for large and bulky waste items and other items in place for 2009. The city canceled spring clean-up days during 2009 budget cuts.

• Reviewed quotes and authorized the purchase of floor scales and two table top scales for the electronic waste program. One table top scale will be located at City Hall.

• Reviewed quotes and authorized the purchase of traffic paint.

• Heard an update on Virginia Graeme Baker Act pool facility inspection. The federal enforcement of the act has been extended to 2010. Park Supervisor Paul Klinzing said a required certificate based on an approved plan review will allow the city's pool to open on time in 2009.

• Authorized payment of $600 to Wisconsin Department of Commerce for Virginia Graeme Baker Act plan review.

Board President Keith Ingwell was absent.
