Man faces charges for sex assault of young girl

MONROE - A warrant is issued for the arrest of a Monroe man on felony charges filed Monday in Green County Circuit Court that he sexually assaulted a 4-year-old girl.

Faustino L. Moralez-Leon, 36, faces a Class B felony count of first-degree sexual assault involving sexual contact with a person younger than 13 and a Class C felony count of incest with a child.

The charges stem from an alleged incident Jan. 19 at his home in the 700 block of 10th Avenue Court, while Moralez-Leon was left alone with the girl for a few minutes.

The girl later described to a forensic interviewer how he touched her genitals. She said it hurt and she told him to stop but he didn't.

DNA evidence on the girl's underwear links to Moralez-Leon, according to the criminal complaint. A medical exam found no signs of injury to the girl, but an investigator reported seeing blood in the girl's underwear.

If convicted, Moralez-Leon faces a potentially harsher sentence as a repeat offender, up to 77 years imprisonment. He was convicted in 2013 in Green County of two felony counts of delivering cocaine and sentenced to nine months in jail and seven years of probation. He has no other criminal record in Wisconsin.

Moralez-Leon previously made the news in 2011 when three men from Beloit were implicated in a violent hold-up at El Borrego, the grocery he owned in downtown Monroe. They were after drug money they said he owed them. One of the Beloit men died when his mini-van rolled near Juda during a high-speed police pursuit.
