MONROE - About a year and a half ago, Ryan Kubly established the R. Kubly Family Foundation.

Now the foundation has announced its first recipient: Adina Ness.

The mission of the foundation is to attract young professionals to live and work in Monroe.

"It's a way to improve the quality of life here in Monroe and Green County," Kubly said. "It's a way to stimulate growth through motivated, intelligent and dynamic people."

What's commonly referred to as "Brain Drain" occurs in many smaller communities. People graduate from high school or college and move to other, often larger, cities. The communities they leave behind then are left without people who can contribute, through either starting a new business or going to work at existing businesses.

The foundation will provide money to pay for graduate or professional school through a low-interest loan. Under the program, students are required to move to the area within one year. Two months of the scholarship loan are paid for every month the graduate lives in Monroe. After five years of living and working in Monroe, the loan is 100 percent forgiven.

Kubly said Ness was an obvious choice to receive the scholarship.

Ness, who lives in Monticello with her husband Richard, daughter Emmanuela, 7, and son Gabriel, 4, is working on a Master of Science in Career and Technical Education from the University of Wisconsin-Stout.

Ness said her degree will allow her to serve in secondary, postsecondary and technical college programs as a teacher, coordinator, supervisor or administer of education.

Ness is also a dental hygienist at Ganshert Clinic in Monroe.

"My education will make me a greater asset for the clinic in fulfilling its mission," she said.

Ness is originally from Romania and is a licensed dentist there. She initiated an oral health project that helps children in Romania. She helps provide instruments and materials needed to help the children with their dental needs.

She also volunteers her skills as a dental hygienist at health fairs and free dental clinics.

"It's more than just fixing teeth, it's touching lives," she said.

She also volunteers to speak before various groups about her life. Her goal, she said, "is to promote the spirit of responsibility, good citizenship and the spirit of gratitude for America's democracy.

"I express my thanks and gratitude to the Kubly Family foundation for their support," she said.
