Jacobson introduces legislation to help new farmers in Wis.

MADISON — State Representative and 17th State Senate District candidate Jenna Jacobson (D-Oregon) has introduced legislation to help the next generation of Wisconsin farmers get their start and keep family farms thriving across the state.

The proposal, co-authored with Senator Mark Spreitzer (D-Beloit), creates a Beginning Farmer and Farm Asset Owner Tax Credit — a refundable tax credit designed to make it easier for new farmers to buy or lease land, purchase equipment, and build financial stability in their early years.

“Wisconsin’s farmers feed our families, sustain our rural communities, and drive our economy,” said Rep. Jacobson. “But for too many young people who want to farm, the barriers to entry are just too high. This bill opens doors — helping beginning farmers put down roots and giving established farmers new opportunities to pass on their legacy.”

Under the proposal, eligible beginning farmers and those who sell or lease land or equipment to them could receive up to a 5% refundable tax credit, capped at $75,000 per year, with the program limited to $5 million statewide. The initiative would be administered by the Wisconsin Department of Agriculture, Trade, and Consumer Protection (DATCP) to ensure accountability and support strong farm transitions.

“We need to make it possible — and practical — for young people to start farming,” Rep. Jacobson added. “This bill invests in the people who will carry forward Wisconsin’s proud agricultural heritage, keeping our local food systems strong and our rural communities vibrant.” 

The bill is open for co-sponsorship until November 14.
