Iowa man accused of sex assault released on bond

MONROE - A Dubuque, Iowa man accused of sexually assaulting a young Monroe girl is free on a modified signature bond signed Wednesday.

Dustin M. Dean, 25, appeared in custody in Green County Circuit Court and signed a $45,000 signature bond allowing him to leave the Green County jail, where he has been since his arrest on Jan. 12.

Judge Jim Beer modified bond on Wednesday from a $40,000 signature bond with a $5,000 cash bond component to a $45,000 signature bond with no cash bond component. Dean is free with conditions that he be prohibited from having contact with females under the age of 18, except incidental contact at Dean's employment at a car wash in Dubuque, and is also barred from having contact with the victim or her residence.

Dean chose to waive his right to have a preliminary hearing on Wednesday, where defense and prosecution would have argued their cases and would have brought in witnesses. He is charged with one Class C felony count of repeated sexual assault of the same child.

Court records allege Dean sexually assaulted a young girl at least three different times between June 2012 to August 2014 at the girl's home in Monroe. The child, who was 12 at the time of the first incident, told her parents in December about the ongoing assaults after she discovered she had contracted a sexually transmitted disease.

If convicted for the maximum penalty, Dean could face up to 40 years imprisonment or $100,000 in fines or both. He has a pretrial conference set for Feb. 24.
