How property owners' assessments for street work are figured

Normally, "about 25 percent of contracted costs is assessed, for curb, gutter, street base and asphalt," Monroe Engineering Supervisor Al Gerber said. "Sanitary and storm sewers are not assessed."

Gerber said the city will pay about $30,000 extra for storm and sanitary sewer installation, bringing the total cost for the 16th Avenue reconstruction project to about $170,000. Twenty-five percent of the total project is $42,500.

The 2008 Engineer's Report for Street Improvements, prepared by Gerber, states property owners are responsible for 50 percent of the cost for excavating and grading, base material, curb and gutter and asphalt. Individually, they will pay $26.51 per linear foot of property against the street.

Street improvement assessment for 50 feet of frontage property is $1,325.50.

Property owners will pay full costs to remove and replace poor sidewalks and driveway approaches. Owners will be billed $5 per square foot to remove and replace poor sidewalk and $5.50 per square foot for concrete approaches or 61 cents per square foot for asphalt approaches. Only one property owner is being charged for an asphalt approach.
