GC man ‘on the run’ after alleged assaults of 5-year-old

MONROE — A man believed to be “on the run” from police for repeated sexual assaults of a 5-year-old child in Green County was arrested and in custody last week in Arizona, according to court records.

Timothy Stephen Joly, 26, formerly of Brooklyn, was charged Nov. 9 in Green County Circuit Court with two Class B felony charges of first-degree sexual assault of a child. A warrant is issued for his arrest.

The Yavapai County Sheriff’s Office in Prescott, Arizona, had him in custody as of Nov. 13. His return to Wisconsin is pending an extradition case filed the same day, according to Arizona court records.

The criminal complaint in Green County alleges that Joly sexually assaulted a 5-year-old child “numerous times” between July 1 and Nov. 3.

In a forensic interview at the Green County Child Advocacy Center’s Brickhouse in Monroe, the child said Joly “put his hand down there,” that it hurt and left the child “sore” and that Joly told the child not to tell anyone.

When confronted about the assaults by the child’s mother on Nov. 3, Joly reportedly said he “would never do that,” then said the only way he could see it happening is if he was “blackout drunk.”

“Well, maybe I did it, then,” he allegedly said. “I must have been blackout drunk. If (the child is) saying I did it, then I guess (the child is) not lying.”

The mother told police Joly has since stopped showing up to his job at a Pizza Hut in Madison, disconnected his phone and is “on the run.”

Joly also has a pending criminal case in Dane County for charges of resisting or obstructing an officer and operating while intoxicated, third offense, in May.
