Full reconstruction ahead for West 8th Street

MONROE - A full reconstruction of West 8th Street is on the city's schedule for 2015.

The city is considering replacing the pavement, curbs and gutters, sidewalks, storm sewer, sanitary sewer and traffic signals, as well as burying overhead electric lines and installing fiber conduit, between Wisconsin 69 and West 6th Avenue. Replacement of the water main between the highway and 1st Avenue is also included.

The Common Council at a meeting April 2 authorized hiring Fehr-Graham Engineering and Environmental to prepare the preliminary engineering plans at an estimated cost of $79,000.

Surveying and soil borings in the street will begin soon, which will provide data for Fehr-Graham to prepare the initial layouts and designs and to prepare construction cost estimates.

During the course of its investigations, Fehr-Graham will analyze the condition of the existing storm sewer structure and traffic signals. The firm will also review the feasibility of a roundabout at the intersection of West 6th Avenue.

The city's water, wastewater and engineering departments will be involved in planning layouts and in determining the staging requirements to ensure continued service to users along 8th Street during the construction period.

Fehr-Graham expects to complete its initial design plans and cost estimates in time for a presentation on June 16 at a meeting of the Board of Public Works.

Engineering Supervisor Al Gerber was preparing to do milling and overlay repairs and water main and traffic signal replacements on 8th Street from Wis. 69 to 3rd Avenue this year, with completion scheduled before Cheese Days. But at a meeting March 17, the Board of Public Works changed the scope of the project to a complete reconstruction with continuation of the streetscape from the 8th/9th Street project. Expanding the project pushes the construction period into 2015.

The deteriorating turn lane at West 6th Avenue will be repaired this spring, Gerber said. It will be milled and about two inches of asphalt will be replaced.
