MADISON - Madison attorney David Leeper, who previously served as Green County District Attorney in the 1970s, says he will run as a Democrat for state treasurer and his campaign will focus on the need for a state-run bank.
Leeper said in a news release Wednesday, Jan. 29 that Wisconsin should use its credit and resources to provide small business, student and other loans for its residents. Leeper said it's better for the state to invest its money here than on Wall Street.
According to his resume, Leeper began a private law practice in Monroe in 1976 and was elected DA the same year. Later, he was the county's family court commissioner. During the 1980s, he was also pastor at Clarno and Staver United Methodists churches. He moved his law practice to Madison in 1993.
In addition, Leeper's career has included stints providing legal service for low-income people; as a consultant in conflict resolution in Mozambique; as a lecturer in conflict resolution and negotiation in Ukraine; and as a Fulbright visiting scholar in Zimbabwe.
Leeper is the son of former Rep. Midge Miller and the brother of Sen. Mark Miller.
He holds a law degree from University of Wisconsin-Madison and has a master of divinity degree from University of Dubuque Theological Seminary.
