Dubuque man charged in Monroe sex assault

MONROE - A 25-year-old Dubuque, Iowa man had bond set at $45,000 in Green County Circuit Court on Monday for charges of repeatedly sexually assaulting a Monroe girl.

Dustin Michael Dean, who appeared via teleconference from the Green County jail, is charged with sexually assaulting a child on at least three separate occasions between June 2012 and August 2014. He had a cash bond set at $5,000 and a signature bond set at $40,000 with additional conditions that he have no contact with the victim or her residence in Monroe.

Dean's attorney, Assistant Public Defender Guy Taylor, argued that Dean should have had a signature bond co-signed by his father, because this was how another set of charges were handled on Friday when Dean appeared for charges of burglary, criminal damage to property, theft and receiving stolen property.

Assistant District Attorney Jeff Kohl maintained that he thought the $45,000 bond was an appropriate amount due to the seriousness of the charges Dean faced Monday.

"There were multiple acts that lead to this charge ... and his other charges of property crime do not equate to sexual assault of a child," Kohl said.

Judge Thomas Vale chose to accept Kohl's bond request with the additional conditions.

According to the criminal complaint, the child alleged Dean had sexually assaulted her multiple times over the years when he would stay the night at her home. The child, who was 12 years old at the time of the alleged assaults, told her parents in December about the assaults after she discovered she had contracted a sexually transmitted disease.

If convicted for the maximum penalty, Dean could face up to 40 years imprisonment or $100,000 in fines for the sex assault charge. He has a preliminary hearing set for Jan. 21.
