County worker punched in but didn’t do any work

MONROE — A former Green County nursing home employee is alleged to have had a peculiar habit for a time in 2025 — he would go to his workplace, Pleasant View Nursing Home, clock into the payroll system, but do little to no work at all.

“It was reported that the employee would arrive at the nursing home, clock in, and then leave the property without working, only to return hours later to clock out,” said an officer investigating the incident at Pleasant View, in a criminal complaint.

As a result of the investigation, James D. Babbs, 21, of Whitewater, has been charged in Green County Circuit Court with fraudulent writings by a corp. officer — A Class H Felony in Wisconsin.

The activity allegedly occurred in the summer of 2025, according to court documents, and he was fired from the county job shortly after the investigation began last August 12.

Court documents, however, did not provide any detail on the defendant’s specific role or responsibilities at Pleasant View. He allegedly made the extra money because he often was not supposed to wok the shifts he punched in and out for.

“He expressed that he was ashamed of what he had done and he further explained that he had financial hardship at the time of doing this and that was the reason he had did it. (Defendant) stated that he did not know the exact dates he had did this but knew he had received a direct deposit to his bank account on July 23, 2025 at approximately 3:25PM for the amount of $283.75 and the entire deposit was earned from clocking in, leaving the property without conducting any work, and then returning at a later time to clock out.”

The defendant has been free on a $2,000 signature bond, signed on January 26. Babbs is scheduled to appear in court again for an adjourned initial appearance before Circuit Judge Jane Bucher on March 11.

According to court records, Babbs was convicted on January 14, 2026 of misdemeanor criminal damage to property, stemming from an apparent domestic dispute in 2025.
