County set to borrow, save

MONROE - The Green County Board of Supervisors on Tuesday awarded the sale of about $9.6 million in promissory notes to the Bankers Bank in Madison.

The promissory notes were sold as part of the second phase of borrowing for the new justice center facility. The notes allow the county to borrow the money at a rate of about 2.69 percent.

The county was able to include outstanding debts from the emergency response radio project and retirement borrowing into the promissory notes. The county had been paying about 3.5 percent for the two outstanding debts.

Board Chairman Art Carter said the promissory notes make more sense for the county. In the next few years the board will look at the possibility of long-term notes to save additional money.

The board also voted 24-4 to eliminate the juvenile intake position from the Circuit Court and reassign the position to Green County Human Services.

The county will save about $72,000 by moving the position.

Carter said the juvenile intake case worker deals primarily with children and families that also are served by the human service's department of Children, Youth and Families. He said it made sense to move the position to another county department.

In a letter to board members in which he said the move was "appropriate" to consider, Green County District Attorney Gary Luhman said the juvenile intake worker interviews children, parents, family members and other sources to determine whether and where a child should be held in physical custody.

In other business the board:

• Entered into a contract with Systems Management Group of Monroe for about $176,000 for the county's computer system maintenance.

• Authorized Green County Human Services to apply for a Wisconsin Department of Transportation grant to help the county provide specialized transportation services to the elderly physically challenged.

• Modified a policy to provide wage benefits for non-union employees to include the first, ninth, 10th and 15th year of employment.
