Council to take up road construction

MONROE - Mayor Ron Marsh will present history of the 8th and 9th streets project today at the City of Monroe Common Council meeting.

"We would love to have the public come and hear what we're doing," Marsh said.

According to its agenda, the Common Council is expected to discuss and take action on the project, which includes widening the street and replacing water and sanitary sewer lines.

The street widening is a Wisconsin Department of Transportation project, with the state providing a grant covering 80 percent of the costs. Water and sewer replacements will be paid for through the city's utilities.

The Board of Public Works voted unanimously at a special meeting Jan. 25 to postpone widening 8th and 9th streets for a year.

Director of Public Works Kelly Finkenbinder expected some aspects of the reconstruction project, particularly the water and sewer replacement, to be on the board's regular Monday meeting agenda this week, but no meeting was scheduled, with the city citing lack of business.

Instead, Marsh will bring the entire subject to the Common Council for their consideration.

Marsh said he spoke with Board of Public Works Vice President Mark Coplien, who agreed to the full council discussion. President of the Board, Keith Ingwell, is presently on vacation.

"It should be an entire council decision anyway," Coplien said. "This saves us a step."

Coplien said some information did not get heard at the special meeting last week.

"Information I asked for a month and a half ago has come to light," he added.

The board's decision last week to postpone the widening of the street put into question the availability of the city's state grant.

The board directed Finkenbinder to inquire whether the grant funding is contingent upon widening the street and whether the project could be delayed until 2011.

Thurston Hanson, who made the motion to postpone, cited the projected completion date of early September as one reason he wanted the postponement. He doubted the project could be finished before Cheese Days, scheduled for the weekend of Sept. 18.

The board scheduled the special meeting after receiving a petition with 112 signatures of residents opposing the widening. The petition was submitted to the board Jan. 18.

About 20 citizens attended the special meeting.

The board had also intended to discuss a letter to the city from Jerry Ellefson, former Wastewater Treatment Utility superintendent, who explained all the sanitary sewer mains, except for a small segment near the 1600 block of 9th Street, were to be replaced during the project. The board did not discuss that aspect of the plan during its special meeting.

The Common Council meets at 7:30 p.m. today at City Hall.
