Monroe Police MONROE - Lisa A. Kammes, 42, Monroe, was cited at 8:28 a.m. Monday for failure to yield right-of-way from a stop sign and no vehicle insurance after her vehicle hit a vehicle driven by a 49-year-old woman from Monroe on North 18th Avenue at the Wisconsin 11 ramps. No injuries were reported from the crash. The Monroe woman's vehicle was moderately damaged and was towed from the scene.
