MONROE — Monroe Police took a registered sex offender into custody Aug. 14 for stalking after he allegedly harassed a 13-year-old girl.
Chad Owen Osbaugh, 38 of Monticello, was identified through the female’s description of the vehicle that had been following her over the last view weeks in various locations. Osbaugh had made contact with the complainant prior to the last visit. When the vehicle stopped again on the 1700 block of 16th Street, the young female ran to the house of a neighbor, who ultimately contacted the police.
Monroe officers identified a vehicle matching Osbaugh’s description on the 2000 block of 10th Street after revisiting the home of the complaint.
Osbaugh was placed on the sex offender registry after being found guilty of first degree sexual assault of a child in 2003 in a jury trial. Osbaugh was release from the Department of Corrections March 23, 2021 and was being monitored via GPS. In agreement with the Wisconsin Department of Corrections-Probation & Parole for a probation & parole violation, Osbaugh was taken into custody and confined in the Green County Jail pending a court appearance. He has a preliminary hearing set for Sept. 2.
