Monroe Police MONROE - A 16-year-old Monroe boy was cited for possession of marijuana at 8:55 a.m. Tuesday at Monroe High School. Green County Sheriff MONROE - Carrie L. Xander, 43, Brooklyn, was arrested on a first-offense charge of operating while intoxicated following a one-vehicle accident with minor injuries at 11:20 p.m. Monday in the W7900 block of Wisconsin 39, Town of York. Xander lost control on a curve, and her vehicle spun, went into a ditch and struck an embankment.
