MONROE - Collin J. Emerson, 44, Monroe, was arrested in the 1100 block of 11th Street at 11:11 a.m. Wednesday on warrants issued by the Rock County Sheriff's Department for failure to appear in court on misdemeanor charges of bail jumping and resisting an officer. He was jailed.
