MONROE - Orrin H. Marsden, 17, Monroe, was arrested at about 1:45 a.m. Wednesday in the 100 block of 21st Street for possession of drug paraphernalia and bail jumping. He was jailed pending court.

MONROE - Hector Vargaz, 25, Monroe, was cited for speeding and operating a motor vehicle without a valid driver's license, following a traffic stop at about 3:30 a.m. Wednesday in the N4500 Block of Wis. 69 in the Town of Monroe. Vargaz was released pending court.
• Rickey R. Graff, 40, Freeport, Ill., was arrested on a Green County Sheriff's Department warrant for failure to appear on issuance of worthless checks, after deputies observed and investigated a disturbance at about 1:45 a.m. Thursday in the Village of Monticello. Graff was jailed pending bond or court.
