Green County Sheriff MONROE - Steven S. Quam, 22, Madison, was arrested at 3:41 a.m. Tuesday, Feb. 4, for possession of THC with intent to deliver, possession of drug paraphernalia and non-registration of a vehicle. Quam was also cited for failure to stop at a stop sign at Wis. 69 and Lake Avenue, Village of Monticello. Quam's two passengers Skylar C. Mineau, 19, Madison, and Alex K. Bullard, 26, Madison, were also arrested for possession of THC with intent to deliver and possession of drug paraphernalia.
