Monroe Police MONROE - Phillip D. Hoffman, 30, Dakota, Ill., was arrested at 2:41 a.m. for bail jumping following police contact in the 1600 block of 16th Street. Hoffman was jailed pending court. At his initial appearance on Monday in Green County Circuit Court, Hoffman was released on a $1,500 signature bond with conditions that he not drink, do drugs or enter bars and liquor stores.
