MONROE - Cecilia Zepeda, 17, Monroe, was arrested on charges of driving while intoxicated (second offense), driving without a valid license and failing to stop at a stoplight in the 600 block of 8th Avenue at 2:16 a.m. Wednesday, Aug. 15. During the traffic stop, the following people were cited for underage drinking: Michael L. Santoro, 19, Monroe; Richard A. Kent, 20, Warren, Ill.; Brandon D. Dallman, 19, Watertown; and Emily A. Burger, 17, Albany. All were released pending court appearances.

- Helen L. Winkler, 37, Monroe, was arrested and jailed on a charge of misdemeanor bail jumping following a disturbance reported at 3:41 a.m. Wednesday, Aug. 15, in the 800 block of 8th Street. An additional misdemeanor charge of disorderly conduct was filed against her in Green County Circuit Court later the same day, alleging she pulled the hair and ears of a 12-year-old girl during the disturbance. Court records indicate Winkler was drinking Southern Comfort liqueur in violation of a bond condition that she not drink alcohol. She stood mute on the bail jumping charge and pleaded not guilty to the disorderly conduct charge. Her signature bond was set at $1,000. Also arrested and jailed was David J. Winkler, 38, Monroe, on a hold issued by the Wisconsin Department of Corrections.

- Barbara J. Rockey, 82, Juda, was cited for failing to yield right-of-way at a stop sign following a two-vehicle collision in the intersection of West 8th Street and 6th Avenue West at 11:35 a.m. Wednesday, Aug. 15. Rockey struck a vehicle driven by Kathy A. Neuenschwander, 63, Browntown. One person involved in the accident complained of injuries, and Green County EMS responded. There was moderate to severe damage to the vehicles. One was towed from the scene.

- Police responded to an altercation between a man and woman, both 24, at 11:26 p.m. Tuesday, Aug. 14, in the 800 block of 15th Avenue. The woman was reportedly battered. No medical attention was requested at the time. The case has been forwarded to the district attorney for possible charges. No arrests were made.

- Vandalism was reported in the 700 block of 16th Avenue at 6:58 a.m. Wednesday, Aug. 15. A valve stem had been cut from a vehicle's tire, causing the tire to go flat. There are no suspects.

- A vehicle-egging was reported in the 1200 block of 22nd Avenue at 7:28 a.m. Wednesday, Aug. 15.

- Police were called to a residence in the 500 block of West 21st Street at 12:12 p.m. Wednesday, Aug. 15, for a report that a 3-year-old boy threatened a 12-year-old babysitter with a steak knife. The babysitter called her parent, who called police. No injuries were reported. Officers found a family member who could take over looking after the boy. The case has been referred to Green County Human Services.

- A property owner in the 1000 block of 30th Avenue was issued a warning notice at 2:58 p.m. Wednesday, Aug. 15, to clean up shrubs, weeds and flowers overflowing from the yard into the sidewalk.

- A man's wallet was found in the 600 block of 8th Avenue and turned over at the police station at 6:20 p.m. Wednesday, Aug. 15. To claim, call dispatch at 329-2400.

- Smashed lawn ornaments were reported at 6:47 p.m. Wednesday, Aug. 15, in the 900 block of 9th Street. There are no suspects.

DARLINGTON - On Wednesday, Aug. 15:

- James C. Harnish, 45, Stockton, Ill., was cited for speeding at 1:02 p.m. on County W in the Town of Monticello.

- Derek A. Ritch, 25, Warren, Ill., was cited for speeding at 3:32 p.m. on Wisconsin 11 in the Town of Wayne.

- Jade M. Moen, 37, Platteville, was cited for speeding at 9:52 p.m. on Sunnydale Road in the Town of Belmont.

- Possible animal neglect was reported at 8:39 p.m. on County Y in the Town of Wiota.
