FELONIES
Marquis Mekhi-Isaiah Phiffer, aka Marquis M. Mayo, 18, Monroe, pleaded guilty to a Class I felony charge of manufacturing/delivering marijuana and was sentenced Tuesday, Sept. 11, to two years of probation. He is also ordered to undergo an assessment for alcohol and drug abuse and follow through with any recommended counseling. He owes the court $356. A misdemeanor charge of theft by false representation was dismissed. The charges stem from two incidents in Monroe this year. Court records indicate Phiffer sold a 5.3-ounce baggie of marijuana for $50 to an undercover agent in the 500 block of West 21st Street in March and took $130 from an undercover agent in April in the 700 block of 12th Avenue for a half-ounce of marijuana he did not deliver.
MISDEMEANORS
- Holly J. Leeman, 22, Monroe, was granted a 12-month stay of judgment Thursday, Sept. 6, on misdemeanor charges of theft. The charges will be dismissed in one year if Leeman abides by a court agreement that she continue behavior counseling, attend monitoring conferences and have no contact with Cost Cutters, 102 W. 8th St., or BoCo BP gas station, 907 20th Ave., both in Monroe. The criminal complaints in three separate cases allege that in 2011, while an employee at each business, Leeman stole money from Cost Cutters, BoCo and Dominium Management Services. Court records indicate she has already paid restitution.
- Kevin R. Hoffman, 21, Monroe, has an initial appearance scheduled Oct. 15 on Class A misdemeanors filed Thursday, Sept. 6, alleging he intentionally abandoned a dog Aug. 29 and then obstructed an officer's investigation by lying about the ownership of the animal. Court records indicate the dog, a mixed-breed boxer named Max, was running at large in Monticello. The officer who located the dog noted in his report it "was very skinny as I could see the ribs and spine." Max was turned over to the Green County Humane Society.
- Tyler Joseph Smith, 26, Muscoda, pleaded no contest Tuesday, Sept. 11, to misdemeanor charges of battery and disorderly conduct stemming from an domestic incident in April. He was sentenced to 18 months of probation and ordered to undergo anger management counseling and attend parenting classes. He was fined $486. Smith was initially arrested on a charge of physical abuse of a child after deputies responded to a complaint at a residence on Fahey Road in the Town of Exeter.
- A bench warrant was issued Tuesday, Sept. 11, for Duane R. Rodebaugh, 30, Monroe, after he failed to appear for a plea/sentencing hearing the same day on misdemeanor charges of disorderly conduct and criminal damage to property.
