FELONIES

• Candelario Ortega-Sanchez, 20, had a warrant issued for his arrest June 24 for allegedly failing to comply with the requirements of the Wisconsin Sex Offender Registry Program. Court records indicate he was convicted in 2013 of exposing a child to harmful materials and signed paperwork indicating he understood the rules of the registry and would comply with them for 15 years. Registrants are required to report any changes in address, employment, school, volunteer work and Internet identifiers. Ortega-Sanchez reportedly was deported to Mexico in May 2014 and failed to inform the registry program of his new address.

• Randy G. Joslin, 20, Darlington, was charged Wednesday with two felonies and three misdemeanors for an incident Monday in which he allegedly hit and choked a woman he knows, threw her property and kept her from leaving a residence. He faces felony counts of strangulation and false imprisonment and misdemeanor counts of battery and theft. According to police reports, Joslin's neighbor called police after hearing what sounded like someone being physically abused and Joslin and the woman drove off before police arrived. She reportedly told investigators he had strangled and pushed her earlier in the day and prevented her from leaving by taking her phone and keys. Court records indicate she told police Joslin gave her a bloody nose in the car while she was driving and then made her stop, pulled her out of the car by her shirt, threw her to the ground, tossed her phone and wallet out of the car and got behind the wheel. She got up and tried to get back in the car and he dragged her along the road before she let go. Police observed bruises on her face, neck and arm, a scrape on her shoulder and swelling in her cheekbone. He was arrested and jailed. He has an initial appearance July 6.
