Joey Matthew Winters, 41, Monroe, received 12-month deferred prosecution on Nov. 29 after he pleaded no contest to a Class B misdemeanor charge of disorderly conduct stemming from an Oct. 11 domestic dispute. The district attorney dismissed a Class H felony charge of strangulation and suffocation and a Class A misdemeanor charge of battery. Court records indicate that Winters was violent, abusive and profane with a female victim, grabbing her by the throat and throwing her out of a residence. Winters has been ordered to undergo an Alcohol and Other Drug Abuse (AODA) assessment and receive domestic violence and anger management counseling. He was fined $263.
